Pre-Giuliani there were almost 2000 dead a year in NYC. Now we have about 5-600. Proactive policing at work.

I would guess yes but I don't have any stats. He really tried to drive the dealing off the streets though to cut down on the number of innocents getting caught up in their gun battles.
