The revised budget Gov. Gray Davis proposed Wednesday represents a risky leap into the world of deficit financing, relying on an off-the-books $11 billion loan and a prayer that the economy will revive to bail out the state.
It's bad enough that Davis is proposing to pay for our recent consumption of government services over the next five years, a move that might be unavoidable now that the hole is too deep to crawl out of without a ladder. But the governor is compounding that problem by declining to offer a plan that rids the state of its multibillion-dollar structural deficit.

Norm, what happened to McClintok's idea of cutting the budget 10-15 percent off the top to balance the budget? Didn't he say that after I believe 18 months the budget would be balanced if they did that???

Do you happen to know if they are going to increase the budget from last years numbers? From what I hear they are "cutting" back the increases from lets say 18% down to a 5% increase, which they consider a 13% "cut". Why couldn't they use the 1998 budget and increase the budget by inflation. That would give CA a surplus, instead of this huge deficit.

I hope the rest of the country is watching...this is what happens when a state is governed completely by Democrats.
During the first Davis term, California's population went up 22%, tax revenues to the state went up 28% but state spending went up 32%. You don't need to be Alan Greenspan to figure out what went wrong...and, contrary to Davis' simplistic excuse regarding the stock market and overall national economy, when more is spent than taken in, deficits occur.
What's funny is how Democrats in Washington are beside themselves regarding Bush's tax cut and the national debt being "left for future generations" yet they're mum about Davis' "sleight of hand" budget here in California. Fair enough...that's politics. But sooner or later the Davis recall effort will become national news and, when it does, it can only be counter-productive to the Democrats' efforts toward reacquiring control of Congress and the White House.
What will be truly hilarious is watching the Democrats throw Davis over the side as an incompetent boob in order to save themselves. And they will...

You're going to have to ask Norm or Ernest because I have not been watching this very closely since the war in Iraq started. But from what I remember, McClintok was on the radio a month or so back and he said that if they cut between ten and fifteen percent off the top of the budget that within eigteen months the budget would be balanced. Now I don't know where they are but this borrowing, rasising taxes, fees and bonds is nonsense. Bite the bullet and do what we all do when times are tight and cut expenses. Period!

And it might even attract sufficient votes from Republicans, even though it includes a new, half-cent increase in the sales tax to retire the deficit bonds. Hmmm...CalGOP said months ago that any GOP member who voted for a tax hike would be thrown out of the party and that a tax hike will happen only over their dead bodies. I guess they are terminal in ICU.

That proposal died, the demRats don;t want to be reasonable, they want to stay in power. That means , keep as many public teats available and primed (With Other Poeple's Money) and retain as many votes of "takers"(benefit receivers) versus givers(taxpayers and businesses) in California.
This budget delays the inevitable; ie state govt bankruptcy, the state legislature leadership and members are already morally bankrupt so it won;t take that long.
At this point, even a successful Fed tax package will not help , the DemRats in the legislature, courts and thruout the bureaucracies and unions and the illegals must be sent packing.
Nothing less will even start us back on the course of fiscal responsibility and smaller govt.
