Oh no. Well just a little. Actually he has said both. Based on the issue. When in general something doesn't get done that he believes should have been done, then it's "we didn't stand on the courage of our convictions." And then sometimes it's something that he explains must be done incrementally. He's gone back and forth on between strategy on the same issue whether to stay with conviction or to go with incrementalism.
