He wasn't going to do it overseas. That's BS, and a feeble argument to get out of US jurisdiction.
He was in Minneapolis for a purpose...it wasn't supporting the other 9/11 guys ... who were nowhere near there.

I agree, of course.
The crop duster thesis is a sound one. The wind charts were for where? Do we know?

There has always been speculation that there were targets selected in Europe for the week after 9-11. There was likely some belief by the terrorists that the US would never close down all of the traffic over North America, and thus shut down international flights virtually over the entire globe. No one, even in the FBI, would have forecasted that quick of a decision made by the Fed government.
My scenario, if this dude is being something truthful is that a second episode seven days later over London and Paris would have created such huge fears that the business world would have shut down for weeks and massive chaos would have ensued. But the interesting thing...is you can't find any other individuals in the US who were teaming up with Moussaoui. Why bring the dimwit into the US and risk being caught involved in something unrelated to 9-11? It is just as likely that he had other land-based targets...like bridges or trains...in the western part of the US. I'm betting that we eventually see that type of involvement.
