The Clinton administration also invested heavily in the technology that gave the on-scene commanders a much more vivid picture of the battlefield than a decade ago. Sorry, R&D and procurement dollars were cut during the Clinton Administration. Much of this article is simply fantasy.

He fails to point out that it was Cinton's policies that caused us to need a victory in Afghanistan and Iraq.
Also, it's not just the weapons, it's how you use the military, how you support them, how you lead them, etc.
I saw this article in the Globe this AM during an airline flight. Truly amazing.
According to this guy, clinton raised military spending and Bush cut it. Yeah, right.

Yes, certainly we must thank Bill Clinton -- the one who was in charge when the Pentagon had so little budget that spare parts had to be taken from one aircraft to make another airworthy. Clinton did his best to destroy the military, and he and his bitchy wife made no bones about it.
The only regret at the Pentagon is that they didn't go through with their rumored "coup" when Clinton was too busy in his sexcapades to take care of the nation's business.
