Their motivation is identical to that of the people who passed Jim Crow laws and the Nazi Neuremburg Laws. The purpose is to oppress a class of pariahs, in the earlier cases blacks and jews, in the case at hand, gun owners.
Never, ever forget what this conflict is about. These, our rulers truly believe that we are "born with a saddle" on our backs and they are "booted and spurred to ride" us. It is a lot less fun to be a tyrant, even an elected one, if you have to worry about a .308 veto all the time.
