Which is meaningless. You can't even own a gun legally in New York City, so why would you need ammo? This will create a huge black market in ammo in the New York State area. Getting a handgun license is very hard, but you can get shotguns and rifles. The presumed objective of this bill is to put out of business any remaining ammo merchants in the NYC area.

Let's see, one was killed in Jamaica, a foreign country.
One was killed in Washington DC under unknown circumstances, a place with the strictest
gun laws in the country, and one was killed somewhere else under unknown circumstances.
Boy, that really makes me want to go out and control guns alright.

Actually, in NYC one cannot even possess one's own shotguns and rifles. Have you ever heard Rush talk about the hunting rifles he was offered while he lived in the city? He refused the gift because of the legal hassles involved with owning them (and securing secure off-premises storage) within the boundaries of NYC.
In Binghamton, where I live, your statement is correct.
