May 11, 2003 -- For reasons having to do with international law, President Bush cannot yet officially state that the war in Iraq is over.

In his recent speech, he said America had been successful, but didn't go so far as to call it "victory."

The main problem with declaring victory is that all POW's have to be released as soon as a declaration is made. To do otherwise is a violation of the Geneva Convention.
