Is that a real picture from the Lincoln? It's great. That picture was taken just after the President observed the launch of some of the aircraft from the port side of the deck. I believe that the silver color of the vest denotes "safety" or "quality control".
There was talk that he had actually "fired" the catapult but I'm not sure that you could do it from where he was located.
