Eritrea, imp. Has all of Ethopia's former beachfront property on the Red Sea, and their border dispute with Ethiopia is essentially resolved.
Doesn't seem to be too militantly Islamic, but I don't know if they're amenable to a US base there. Good location, though.

They did let us do some excersises there post Afghanistan, pre Iraqi Freedom. One problem we had with the locals was that our trainning grounds there had cut them off from their suppy of "Kot"(sp), a plant they chew on for a buzz like caffein. That was resolved easily and our excersises were finished. Can't find article, but here is some info:
