Some key points of the United States and Britain's draft resolution for U.N. approval to run Iraq for at least a year:
- Ends U.N. control over Iraq's oil revenue. Instead, oil money goes into an "Iraqi Assistance Fund," controlled by U.S. and British Authorities, to help finance reconstruction. An international body, made up of U.N. Secretary-General Kofi Annan, the International Monetary Fund and the World Bank, would have the power to audit the fund.
- Authorizes the United States and Britain to administer Iraq for at least 12 months, extended automatically unless the Security Council decides otherwise. Their role would be to restore security and promote the welfare of Iraqis, while the two powers, the Iraqi people and a U.N. coordinator set up an interim administration. The U.S. and Great Britain recognize their specific authority and responsibility as occupying powers.
- Lifts the economic embargoes the council imposed after Iraq's 1990 invasion of Kuwait but maintain the arms embargo.
- Phases out over a four-month period the oil-for-food humanitarian program, but allows the United Nations to play a vital role in providing humanitarian relief and restoring security and stability.
- Asks Annan to appoint a special coordinator to work with U.S. and British authorities and the Iraqi people to restore security and establish a permanent government. The coordinator would also promote the delivery of humanitarian aid, the return of refugees, reconstruction, human rights, legal and judicial reform and rebuilding of an Iraqi police force.
- Calls for previous Iraqi regime to be held accountable for crimes and atrocities against humanity.
- Calls for continued disarmament of Iraqi weapons of mass destruction and ballistic missiles.
We can hear them moaning and groaning all the way out here in California. That is good as they become irrelavant auditors and food distritbutors.
