In FY 2002:
Arizona apprehensions = 382,628
Texas apprehensions = 297,918
Texas has more border area, more officers and almost 100,000 less apprehensions.

Anyhow, I don't think there needs to be any testing.
They should just get those UAV's flying in all border states.
It's a great tool.
