That's not one of the WMD that I worry about.
Mankind had to cope with smallpox for many millenia prior to the advent of modern medicine. "Unleashing it on the world" would essentially be a non-event in the timeline of human history. Vaccines and medicines already exist for its treatment and prevention. I'm afraid you'll have to go frighten somebody else with that boogeyman, I'm more concerned with the invasion of deadly, Africanized honeybees from South America.
