Teen Says He Kidnapped, Molested 8-Year-Old
Charles Mebane Was 16 At Time Of Attack

SAN DIEGO -- A North County teen is facing 25 years to life after he pleaded guilty Monday to kidnapping a 8-year-old girl and forcing her to perform a sex act.
As a result of a plea bargain worked out with his prosecutors, Charles Mebane, 18, admitted he kidnapped the girl and sexually attacked her. Mebane had also faced additional charges relating to an incident with a 4-year-old Oceanside girl.
He was arrested a year ago after he was discovered in the 4-year-old's bedroom.
The passage of state Proposition 21 let prosecutors charge Mebane as an adult for his crimes, despite the fact that he was 16 when he committed them. His case was the first time a San Diego minor was charged in adult court with kidnapping and child molestation charges.
Law-enforcement officials said that Mebane brought the older girl back to her home after kidnapping and assaulting her in June 2001.
