It's not nearly enough... and most of the "cuts" are accounting gimmicks that move the obligation to future years (borrowing money for pension obligations, deferring payments on other obligations). There are really very few cuts being made.

Facing a cash shortfall that could reach $35 billion over the next 14 months, the governor and the Legislature have approved already this spring measures that will save almost $8.1 billion during that period. There are also expectations that a hike in the car tax will be triggered in the coming weeks that would bring in an additional $4 billion next year."
But How can this be? I thought that every state needs millions of badly educated and chronically poor illegal Mexican immigrants to have a robust economy???? I mean that's what the liberals have said right??? Could it be that *Gasp* they were... WRONG????
Could it be that those immigrants are draining resources from the state by mooching off the awesome power and budget of the Feral' Goooobermint?

Well let's see, bringing in Illegals that have Zero job skills and are very poor means you can't really tax them because they have no money.
But what they do bring is DEPENDANCY ON GOVERNMENT.
Now that dependancy means the State has to spend big bucks on more illegals ie Welfare, Schooling, Medical costs etc etc.
Meanwhile the rich are leaving the state in droves, and that means there is less money available to the state ie they begin spending more money than they bring in on taxes.
So more people that pay virtually no taxes (illegals) are flooding INTO the state while people who do pay taxes (The middle and Upper classes) are flooding OUT of the state.
Now California has a 35 billion dollar deficit, and everyone is wondering how it got so big.
Hmmmm....

Could it be that those immigrants are draining resources from the stateIn 2002, about 40% of the children enrolled in K-12 public education in California were a consequence of unregulated immigration since 1950.
These students (now citizens) will consume about 14% of the proposed state budget for their educational expenses alone. That's about $14B or about 1/2 the projected deficit, just in educational expenses.
When you factor in their health and social service expenses these unregulated immigrant children constitute a supermajority of the predicted deficit and they don't pay a dime in taxes.

The package also includes another $1.2 billion in savings and programs cuts over the 2003-2004 fiscal year, taken mostly from education Betcha none of the cuts will affect school bureaucratic/administration jobs, bilingual education, or the much-bloated 'learning disabilities' racket. It will all come from mainstream teaching jobs.

California taxpayers should flee like the wind.
They should remember Zimbabwe and the people who hung on for too long who ended up losing everything. The smart, realistic people left when they saw the writing on the wall.
In California, the writing is on the wall. The parasites are firmly in charge.

California is probably lost, But it's not too late to save the remaining 49 states.
All you have to do is cut Latin American immigration to 100,000 and increase Asian (Taiwan, Singapore, Japan, South Korea) and Eastern European Immigration to over 2 Million because there is NO high skill labor in Latin America so any immigrants that come here will just mooch off the system, However there is TONS of high skill immigrant labor in Asia and Eastern Europe, who will make lots of money and will be wealthy enough to be taxed.

According to this new car salesman that I talked with, illegal aliens would be the ones that buy a used car via private party, since without a bank account, it would be difficult to get financing for a new car.
So, in general, the cars driven by illegal immigrants would more likely be more polluting than the newer SUVs that are bought, and the ones that the enviro-loonies such as ex-Mrs Adrianna Huffington (whats her real maiden name?).
