President Bush is expected on Tuesday to name former State Department counterterrorism chief L. Paul Bremer as the top civil administrator for Iraq, supplanting Jay Garner, a U.S. official said.

Bush was to make the announcement at an afternoon meeting with Defense Secretary Donald Rumsfeld, the official said. White House spokesman Ari Fleischer said Bush would make a personnel announcement at the meeting but declined to confirm Bremer's selection.

Bremer is to assume his duties from Garner, a retired Army general initially put in charge of rebuilding Iraq after U.S. forces ousted Iraqi President Saddam Hussein. Bremer, who will outrank Garner, will oversee U.S. efforts to create a democratic government in Iraq and restructure the country's economy.

Bremer is chairman of the Crisis Consulting Practice of Marsh Inc., an operating company of Marsh & McLennan Companies Inc. The Crisis Consulting Practice provides services to companies to assist them in dealing with crises including natural disasters, workplace violence and terrorism.

In 1986, President Ronald Reagan appointed Bremer the State Department's ambassador-at-large for counterterrorism, making him responsible for U.S. policies to combat terrorism. He was top adviser to the president and secretary of state on that issue for the next three years.

He has also worked for Kissinger Associates, a consulting firm headed by former Secretary of State Henry Kissinger that he joined in 1989 following a 23-year career in the diplomatic service.

Separately, Fleischer said he could not confirm a New York Times report on Tuesday that a son and a close aide to Saddam took at least $1 billion in cash from Iraq's central bank hours before the war started.

Fleischer said the United States would try to recover any money taken from the country and had effective systems in place to do so.

Just this announced less than one hour ago. Much appreciate the background on Bremer. Nice to know that really really bright people want to serve their country under this President.

I can relate the views of one of Garner's team members 'on site.' He thinks this means Garner was 'fired.' He is NOT happy about it.

Garner and Bremer have two entirely different missions. Both are needed. The media can spin spin spin all it wants. The truth is obvious....nothing happens without the President's imprimatur. Absolutely NOTHING!
