Not outside his juristiction.

He did not let the public down.

In my opinion, he did; he abused his powers for personal opinion.The school did.

Now, this may also be true. I'd like to know if there were 20 displays supporting the USA, as well as 3 opposing it, in this classroom before I make that judgement.
