In a year in which bipartisan action has been hard to come by in the Legislature, even the smallest movement toward cooperation on dealing with the state's staggering budget shortfall is welcome. So give the Assembly and Senate a round of applause because they delivered just that: the smallest movement.

Let's see:
$10 billion cut from the education budget - fire all the Sacramento educrats and combine the UC and Cal State systems to save on administration costs.
$5 billion saved by not providing benefits to illegals and the homeless and cutting unnecessary state jobs.
$15 billion raised by cutting state income taxes in half and promoting the business climate to increase revenues, selling off state-owned lands for development, ending environmentalist-sponsored zoning restricitons, and expanding offshore drilling as a new revenue source.
Gee, $30 billion! That wasn't so hard! The problem is, not a single one of these items is even close to being on the table.

Gee Mr. Jeeves maybe you should run for governor...what ever happened to McClintok's idea of cutting spending for 18 months to balance the budget??? I think it was either ten or fifteen percent off the top he said would put the budget in balance in eighteen months...

If California is to have a real budget "solution" this year, it looks more and more like it will come by
the fiat of Wall Street, and not any leadership from the Legislature. Another Grampa Dave prediction that may come true?!

The package included some real cuts in spending for health and educationThese are not true spending cuts. These are simply a tighter checks on elgibilty to health programs and tranfering costs to local governments for education.
These measures don't exclude a single person from existing elgibilty standards in health care programs or reduce benefits and salaries in education.
These measures are accounting gimmicks that don't address the root problem.
Grandpa Dave is right. Wall Street lenders are going to have more to do with controlling California's spending binge than it's government.

You know what "Fiat" stands for? In my best Itallian accent, "Fix It Again Tony". I must say, my first car was a Fiat. Most fun car I've ever driven. Made it from Nevada City to Camptonville in 20 minutes. Using both sides of the road of course. Normally took 45 minutes. The car didn't tip in curves. It felt like it would bottom out because it would sit down going around them. For those who don't know, you must cross 2 forks of the river to get to Camptonville. Going up and down those canyons in a car that handles that way is great fun.

The Republican have not control except to vote no.
So they are just letting the Rats play around until Wall Street does to California what it did to NYC when it couldn't balance its budget. In two years, the deficit will be gone. The rats will lose a lot of voters when their monthly checks get cancelled.
