Actually, the Baathist regime was secular in practice. The appeals to religion such as putting an Islamic inscription on the national flag were resorted to only after their military fortunes went south after Kuwait and they needed all the support they could get from all sources, including the religious nut cases.

It was analogous to the Soviet Union's re-discovery of "Mother Russia" when their military fortunes went south during World War II.

The true religious fanatics that travelled from the rest of the Middle East to wage suicide attack Holy War against the American infidels were quite disillusioned. When they arrived in Iraq, they discovered that the less-than-fervent Iraqis were willing to fight the American infidels down to the last Syrian suicide attacker but were not all that eager to die for Allah themselves.
