This is a perfect, classic example of media bias.

Bush did not say "high tide," he said, ties between the US and Australia were at an all time high.

A "high tide" implies a peak and a cyclical change, so it is implied the relationship will inevitably begin to worsen soon.

Now let's see the creation of an AngloForce, a replacement for NATO that includes only nations that function as democracies, recognize individual rights, promote impartial law consistent with Anglo-American principles, and act internationally to advance or defend those values as circumstances require.
