I share your amazement. If only more parents would refuse to "enable" their ne'er-do-well kids, and stop bailing them out of every (self-created) difficulty in their lives!

Based on personal experience I'd have to say some grandparents are just as bad, if not worse, enablers. And they don't even have to live the the consequences of their actions.
