You think they will leave such a big loophole in their laws for long? In any case, if everyone did that, local gun shops would go bankrupt. Once they've run the local shops down, they'll make it illegal to buy the stuff over the internet.

Interestingly, the first time CA tried this tax, by pure coincidence a Dem congressman introduced legislation that said you must appear in person to purchase ammunition. Effectively outlawing interstate sales of ammo. Both laws died then but it is only a matter of time.
