Wrong. Full power is applied on touch down in case of a missed wire, bolter. Fly an approach at full power and the LSO will wave you off.

They may have meant they power up after hooking the cable, which is what they do. And yes, the two wire is preferred. You also made some errors on a thread yesterday, but I didn't point it out then.

However, aircraft always come in at full power The author was basing that off the article the other day where the self-proclaimed aviation expert said they would be coming in with the engines in afterburner - disregarding the fact that the S-3 doesn't have afterburners.
