Maybe you should report them to Social Services. The children sound if they are victims of neglect or craziness and the parents sound like they are nuts.

Do you have a law in your state that requires a person to report child abuse to Social Services? If you do, then maybe you should drop a dime. If you are aware of what the family is like, and what is going on, you really should make that call.

They were investigated a few years ago. I don't think they are neglected, they seem well dressed and plump, but I think the parents are out of their minds.
