Four EU leaders agree on multinational force headquarters

Four European Union have agreed to create a multinational force headquarters for European military operations. The announcements came after a two-hour mini-summit of the leaders of Germany, Belgium, France,and Luxembourg, in Brussels this Tuesday. The four countries, each of which opposed the U.S.-led war on Iraq, have been criticised by fellow EU members Britain, Spain and Italy, which were not invited. On the rapid reaction force, which is already under construction with the involvement of Britain and other EU states, the statement said the four would create a "nucleus capability" based around a French-German brigade that could also involve Belgian commandos and Luxembourg reconnaissance.
