almost nothing you can do about it. You could store quantities of antibiotics and antitoxins near likely targets. Also, isn't there now some way to detect anthrax in the air? You could alert people who are supposed to monitor for that.

that has already been done. tommy thompson has stockpiles of antibiotics ready to go in the US, and you can be sure that whatever technology is available to "sniff" the air for anthrax is already deployed in places like the NY and DC subways. but that doesn't stop an attack from occurring.

Implications about drug smuggling? Makes sense. Who would you trust your anthrax to but professionals?
If true, gubmint will use the drug allegations as a supposed "other", although it actually increases the likelihood that there was other smuggling going on.
