I can't imagine a "better" - more efficient - way to spread something like anthrax than to mix it in with x-amount of cocaine.
The infected-to-exposed ratio would be very high.

He wouldn't have had to.
It's also possible the mission called for someone to simply open and abandon the briefcase in a subway tunnel and just let the stopping and passing trains do the rest- as was done in the subway in Japan.
