He probably was given a story about what he was carrying, and was afraid he was actually muling narcotics, so he wanted to check, not being willing to get 20 years for hauling heroin.

So he opened it up, and saw lots of little containers. And he opened one of them up to check for heroin, etc, and that was all it took to kill him.

I hadn't noticed that about the health workers. I think the fact that they recovered must mean that they were successfully treated for anthrax. The Brazilians have known it was anthrax for some time.
