Am I reading this incorrectly? It seems to me that Clinton was deliberately working against Bush and the United States as he sought to extend Blix's work. Had France not opened their mouth and promised to veto any resolution with an ultimatum of war we could still be watching UN meetings. Clinton's work indeed, lots of talk about the right thing to do, no action.
