I would like to know who initiated the "secret" meeting. It's my guess that Clinton did, having consulted with the French. Having some amount of loyalty to Blair Clinton then went to help Blair save face while protecting his main objective of embarrassing and frustrating Bush. Clinton is a political mastermind.
