George Bush I didn't want the job, which is why he didn't run a campaign.

Proof of this is how he slid into retirement and stayed (and is staying) out of the public eye. He was with the CIA for many years, and likes the background work (as is demonstrated in his role as Reagen's VP).

He never wanted the top spot, as it doesn't suit him - he isn't the leader type.

The only reason he ran after Reagen was because he was a shoo-in to win.
