This is on the island of Mindinao. The Marines and evangelists are already there.

The marines are not supposed to engage in combat themselves, but they have far greater resources that the Phillipine army does, and those resources are at the Phillipines command.

This operation was started after 9/11, and has already resulted in the elimination of one of the rebel groups. Several more are on the run.
