We'll know where they "are", but we won't. Certainly not well enough to target their coordinates with a GPS JDAM. That's the point; we can't take them out pre-emptively if they're moved every couple of hours.

Just about every land-launched missile/rocket platform in the Chinese army will be mobile in the future, so it'll take a combination of technology and superb intelligence to take them out. As far as their nuclear deterrent is concerned, these rail-mobile missiles are a good intermediate step, as they still haven't mastered nuclear sub technology, but that'll probably come in the next decade or so.
