If the maps are public property, why could Frost NOT be allowed a copy of it?

If the maps are public property, why could Frost NOT be allowed a copy of it?

Committee staffs are split between the majority and minority parties, and as a result not all documents they have are shared with each other. In this case, the maps belonged to the Republican staff. But Frost's aide not only stole them from the staff of the opposition party, he also stole them from a State of Texas committee staffer when he is a federal aide. So he was not entitled to have a copy of them on two counts.
