Here is my solution to reduce our prison population:

I'd call it "Freedom Swim." Muster every waste of human debris wearing an orange jump suit to the coasts, east or west as applicable, and conduct a prison-thon swim. Those on the east coast to reach the Azores, and those on the west coast to reach Hawaii, earn their freedom.
