I wonder if they found something in the water near where the bodies were discovered that connected SP, leading to the arrest before the DNA tests were complete. Otherwise they might have considered him a flight or suicide risk with the DNA results pending and his world caving in on him.

In post #871 oceanview mentioned the materials used to tie and weigh down the body as being a possible link. And yep, I don't doubt they brought him in at least to keep tabs on him.
