I don't think Scott had anythng like that in mind.. I think he rapped the body in something, just to conceal it fom imminent eyes. Then he sunk it....

Then think of Navy burials at sea. Never hear of those body's washing a shore...-- California Coast
Those body's are in deep -really -deep -deep -waters,those are wrapped and weighted...

No need for anckle weights........But then Scott was limited by his 14' boat.

The casket has to have bands around it so it won't come open. 20- 3 inch holes are drilled and it has to be weighted to 300 pounds. Usually buried way out to sea. My father was buried 150 miles from the coast. They are very specific about the regs for burial.
