Basically, he bemoans the lack of armed citizens in California, as if the presence of armed citizens would stop someone intent on suicide...His statement didn't suggest CCW would prevent suicide bombings. He only pointed out the fact that most citizens don't have the option of defending themselves in Cali, if the chance were to arise.
