Wonder if they should be removed from the Security Council based on their actions? Since they (except Germany) are permanent members of the UNSC, the only way to remove them from that body would be the dissolution of the UN itself.

Wrong. From the beginning, the UN has been changed, by amendments.
For example, the number of nations on the (rotating) Security Council has been enlarged.
