"With that logic" Alabama, South Carolina, and 17 other southern states had to recognize interracial marriages that were banned by their own constitutions.
The SCOTUS could, conceivably, rule that all states have to recognize Vermont's civil-unions. It's highly unlikely that they would, but they could.
Either the guy is lying to get his bill passed, or he's just that ignorant about constitutional law -- neither would surprise me.
