I call them "Moslem agnostics" or "cultural Moslems". They may believe in Islam on the surface, but they haven't read the Koran much, nor have they studied Islam or been exposed to the antisemitic speeches in the mosques. I am suspicious that some of these outspoken moderate Moslems are really radical Moslems masquerading as moderates because those who don't fight physically in the jihad are supposed to fight in the war of propaganda. The real moderates might not want to attract attention to themselves because they also fear the radicals.
The real moderates who don't believe Mohammed is a prophet from God and who may not have ever studied the Quran are not those who can say with any integrity that Islam is a religion of peace.
Those masquerading as moderates obviously have no integrity either, their claim that Islam is a religion of peace is simply a ruse.
