I think this says more about the Russian general than it does about us. Perhaps it is wishful thinking on his part that if Russian had any extra money to throw around, things might have turned out differently in Chechnya.

I have a feeling that the Russian tendency to carpet bomb indiscriminately war a part of their problem. The russians would see a group of rebels in a village hiding and then proceed to level the entire village. This would turn the local populace against them.
