I suppose he meant to say, "...and Bush had."

I would add, "What did 'Bill Clinton's military' do about the first World Trade Towers bombing in 1993 killing six?"

Also, I've heard Clinton was slashing the Naval Fleet from 10 carrier groups to 7 if not for the Republicans. It would not have been possible to show the force Bush did had Clinton had his way.
