What is the functional definition of a Catholic Priest ordained by the Vatican?... Apply that definition to someone practicing deviant behavior that is abusive toward children. How can these flawed Priests be retained within the Church and the Church not be flawed deeply?

I think it has something to do with Christ's teaching that there is no sin from which we can not receive forgiveness. But I agree that this policy is still misguided none the less.
