"All this chaos" isn't all that much chaos, for people who can put news in context. A few hundred people (maybe a few thousand worldwide) gathering near medis is not all that much chaos. The supposed frenzy is in a very small area, near the cameras.

It is common knowledge that ordinary thugs will take advantage of the authority vacuum created by battle. There is no surprise here -- only media feigning surprise.
