They could smuggle bombs in from Mexico, but we still need a National Missile Shield. With Russia and China helping countries like Iran and North Korea, we need to be able to shoot down a missile before it hits, not just the ability to nuke the piss out of the enemy in return. Even one nuclear missile hit on a U.S. City is unacceptable.
