I think he was making a rhetorical point

I thought it was a jab at liberals for holding contrary viewpoints. On the one hand the US must change "progressively" and on the other the UN must stay the same.

When Perle runs for Congress or gets nominated to a federal judgeship, I'll worry about his views on whether or not the Constitution is a "living document." It's just a throwaway point in a brilliant interview.
