And just how are they gonna get THIS data?They're not. That's the great thing. The only way for this to work is for "the government" to get its hands on data sets that don't exist.
TIA will flop around for a few years and then die when someone in Congress says, "Hey, it's been five years and umpteen million dollars and TIA hasn't caught one person."

And just how are they gonna get THIS data? I don't think they can do it. This is a major headache in any data wharehouseing operation. And no one has every tried to collect data from such wide ranging sources. It's not just a technical problem that can be overcome with some clever engineering, even though that's a massive hurdle. It's also administrative, everybody involved in supplying the data would have to give their total cooperation.
