I think they could have defended themseleves better. But the entire leadership was as delusional as the Information Minister. They really thought it wasnt going to happen, that the UN would protect them. And when it did, they had no time to erect significant defenses, save for a few oil burning ditches. They were also deluded into thinking it would be a cakewalk when we did attack.

That's what you get for believing your own propaganda.
It is also wise to remember than nobody could tell Saddam the truth. They told him what they thought he wanted to hear, since anybody who told him something he didn't like would die horribly. Yet accurate data is needed to plan an effective military resistance.
Tyranny is often self-defeating.
