In addition, those developing TIA can be required to construct a system that initially disaggregates individual identifiers from pattern-based information. Only after the pattern is independently deemed to warrant further investigation should the individual identity be disclosed. So, for example, only after a query on the bulk purchase of the precursors of Ricin poison turned up a qualifying series of purchases linked to a single individual would the individual's name be disclosed to terrorism analysts.

Credit card companies already do just that with their marketing databases. Personal information is segregated from demographic and financial information. Once models decide that a given individual is to be solicited, the personal information is then joined to create an offer to that person.

TIA would need a gatekeeper to only allow release of personal info upon issuance of a warrant. And the personal information would need to be housed in a completely separate system, with strict firewall controls, so that someone can't perform an illegal join between the two systems to circumvent the controls.
